Courtesy Call by Director General of the International Cooperation Bureau, Supreme People’s Procuratorate of the People’s Republic of China to the AGC

The Attorney General’s Chambers received a courtesy call from a delegation from the International Cooperation Bureau of the Supreme People’s Procuratorate of the People’s Republic of China, led by their Director General, Mr Guo Xingwang. The delegation was received by Hj Abdullah Soefri bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Hj Abidin, the Assistant Solicitor General and senior officers from the Criminal Justice Division of the Attorney General’s Chambers. The courtesy call took place at the Law Building in Bandar Seri Begawan.

In his opening remarks, His Excellency Director General Guo expressed his warm gratitude to the Government of Brunei Darussalam on behalf of Professor Cao Jianming, Prosecutor General of the Supreme People’s Procuratorate of the People’s Republic of China for Brunei Darussalam’s continued support for the China-ASEAN Prosecutors-General Conference, which is held annually and serves as a regional and multilateral international cooperation mechanism in the prosecutorial field. Assistant Solicitor General Haji Abdullah Soefri, in his welcoming remarks, in turn, expressed his utmost thanks to the Supreme People’s Procuratorate of the People’s Republic of China for its steadfast commitment and unwavering support for the Conference which has been held since 2004 and has served as an excellent platform for the exchange of ideas and allows China and ASEAN member states including Brunei Darussalam to take stock and exchange ideas and best practices on how best to address the scourge of transnational organized crime and better develop international legal cooperation capabilities.

During the courtesy call, both sides focused discussions on the preparations for the upcoming 11th China-ASEAN Prosecutors-General Conference to be held in Bandar Seri Begawan in the year 2018. In light of the global events indicating the rise of transnational crime involving the use of technology and emerging cybersecurity threats, the Attorney General’s Chambers took the opportunity to inform the delegation of the Supreme People’s Procuratorate of the People’s Republic of China of the proposed theme of the Conference, tentatively titled “Enhancing Capabilities and Cooperation in Combatting Cybercrime”.

Further initiatives to strengthen information exchange between the two offices through the China-ASEAN Prosecutors Exchange and Training Base were also discussed. The delegation from China also took the opportunity to extend the invitation of the of Professor Cao Jianming, Prosecutor General of the Supreme People’s Procuratorate of the People’s Republic of China to the Attorney General of Brunei Darussalam and her delegation to attend the 22nd International Association of Prosecutors Conference, to be held from 10th-15th September 2017 in Beijing, People’s Republic of China. The courtesy call concluded with an exchange of gifts by both sides.

Brunei Darussalam has participated in the China-ASEAN Prosecutors General Conference since the Conference’s establishment in 2004 which aims to promote capacity building of prosecutorial organs in the region in combatting transnational crime. In 2002, the Attorney General’s Chambers of Brunei Darussalam and the Supreme People’s Procuratorate of the People’s Republic of China signed a Memorandum of Understanding in the field of legal cooperation aimed at strengthening relationships between the two offices in the fields of mutual legal assistance, training and information exchange.
